I totally agree with your thoughts about using the new budget to hire new agents.

referring to this info:  

"Assuming that the number of new undocumented aliens increases by approximately 1 million per year, then about 300,000 of those every year are foreigners who enter legally but stay.  "

I believe the focus should be on stopping those who enter illegally to the stats instead of those who entered and were checked (at least for any connection to a terrorist groups).

I like your financial penalty idea. I guess the wallet is where people are heart the most, so I truly believe that your solution will do at least a little difference.
